1. Inspection

According to the requirements of foreign customers, there are generally 3 situations

(1) Foreign customers come to inspect the goods in person: Generally 1-2 weeks in advance, and then arrange the inspection according to the customer’s itinerary in advance. Generally, there are not many people who come to inspect the goods in person.

(2) Foreign customers entrust domestic trading companies to inspect the goods: Generally, one week before shipment, arrange personnel to inspect the goods on the spot in advance

(3) Find a third-party agency for inspection: According to customer requirements or two-party negotiation, use a third-party agency to inspect the goods according to customer requirements. This is the fairest way, generally 1-2 weeks in advance

2. Production of customs declaration materials: Generally, there are export declaration forms, export contracts, packing lists, pro forma invoices, agent entrusted customs declaration engagement letters (if the company operates the customs declaration by itself, it is not required). Customs declaration materials are produced by professional documentary personnel. If you go to the agency company, it will be produced by the agency company

3. According to the specific product’s HS code export requirements or customer requirements, prepare relevant materials

For example:

(1) Commodity inspection: Export commodity inspection is generally completed by the factory. The factory needs to file with the Commodity Inspection Bureau first. The materials required for filing include a copy of the business license, the original organization code, the official seal, and some other factory contact information. After completing the filing, you can do commodity inspection after obtaining the qualification for the enterprise to apply for inspection at your own expense. The materials required for commodity inspection include invoices, contracts, box slips, factory inspection slips, inspection engagement letters, etc. (other materials should also be provided depending on the product, such as chemical exports, MSDS chemical test reports should be provided)

Precautions: ① Master the time, too early If the certificate expires, too late will easily affect the shipment of goods

② The goods shipped to the port by the mainland for statutory inspection and export need to be inspected in advance by the commodity inspection agency of origin, and only after obtaining the certificate of replacement of export goods can they go through the export inspection and replacement or release procedures at the port

③ If there is a specific commodity inspection agency stipulated in the contract or letter of credit, you need to apply to the commodity inspection agency for inspection

④ If you need to issue a foreign language certificate, you should also fill in the corresponding foreign language with a typewriter in the relevant column

(2) Certificate of Origin: Certificate of Origin There are Certificate of Origin, Preferential Certificate of Origin and Special Certificate of Origin

① Certificate of Origin: C/O or CO for short, generally used in the Middle East, Africa, South East Asia, Central and South America and other countries

② Preferential Certificate of Origin:

a. Generalized System of Preferences Certificate of Origin FORMA: United Kingdom, France, Germany, Italy, Netherlands, Luxembourg, Belgium, Ireland, Denmark, Greece, Spain, Portugal, Austria, Sweden, Finland, Poland, Hungary, Czech Republic, Slovakia, Slovenia, Estonia, Latvia, Lithuania, Cyprus, Malta, Bulgaria, Romania, Switzerland, Liechtenstein, Norway, Russia, Belarus, Ukraine, Kazakhstan, Japan, Australia, New Zealand, Canada, Turkey A total of 39, excluding the United States.

b. “Asia-Pacific Trade Agreement” Certificate of Origin FORMB: The countries that can issue FORMB certificates are: China, India, Sri Lanka, Bangladesh, Laos and South Korea (members of the Asia-Pacific Trade Agreement).

c. China-ASEAN Free Trade Area Certificate of Origin FORME: The countries that can issue FORME certificates are: China, Laos, Vietnam, Thailand, Myanmar, Cambodia, Philippines, Brunei, Indonesia, Malaysia and Singapore (ASEAN member states).

d. China-Pakistan Free Trade Area Certificate of Origin FORMP

③ Exclusive Certificate of Origin: The goods listed on the Exclusive Certificate of Origin belong to a specific product in a special industry, and these products comply with specific Certificate of Origin rules. The visa is based on the provisions of the agreement between the Chinese government and foreign governments. Such as “Certificate of Origin of Agricultural Products Exported to the European Union”, Certificate of Origin (“Certificate of Origin of Tokaoi Wine”, “Emperor Brand Wine Authenticity Certificate”, “Cheese Quality Certificate”), “Certificate of Authenticity of Tobacco”

(3) MSDS Chemical Safety Technical Specification/SDS Safety data table: Two kinds of certificates often used for exporting chemical products, generally find a third party to test

4. Charter and book shipping (contact the forwarder): The forwarder company can be designated by the buyer, and some can be designated by the seller. Generally, the freight forwarder of FOB terms is designated by the customer more. In this case, you need to contact the freight forwarder company designated by the customer in advance. After receiving the warehousing order provided by the freight forwarder, after delivery to the delivery place designated by the customer, contact the freight forwarder to play the pallet. The freight forwarder enters the warehouse after receiving the goods. If it is a CIF clause, you need to confirm with foreign customers whether the freight forwarder company is feasible. Then 1-2 weeks before delivery, arrange the booking. The booking needs to provide the port of departure and arrival at the port, the total gross weight and volume of the shipment and the latest time of shipment. The shipping date is determined after the booking. When you get the warehousing paper, you should also know the cut-off time, warehousing and customs declaration requirements, etc.

5. Towing cabinets: When contacting the freight forwarder, you must inform whether the towing cabinets are needed, so that the driver can be arranged in advance. You can also contact the towing company yourself. To give the towing company the following information: warehouse confirmation letter/cabinet paper, shipping company, warehouse number, towing cabinet engagement letter, indicating the loading time, cabinet type and quantity, loading address, customs declaration office, and loading port. Loading information to a factory, listing the loading time, cabinet type, warehouse number, order number, license plate number and driver’s contact number. The factory will give a loading notice to the foreign trade company as soon as the container leaves the factory, listing the time when the container leaves the factory, the actual loading quantity, etc., and record the packing number and seal number as the information of the bill of lading. It is required that the factory must remember to seal it after loading.

6. Insurance: Simply put, it is to buy insurance, and insurance can be directly purchased by goods

7. Customs declaration: Before the goods leave the country, there are generally 5 links: export declaration, review of documents, inspection of goods, tax collection, customs clearance and release

Generally, you can find a freight forwarder to operate, and you can directly find a customs broker to operate by yourself

Export declaration time: within 24 hours before loading

Documents for export declaration: export goods declaration form, commercial invoice, packing list, loading list, etc.

(2) review documents

After the customs accepts the export declaration, all documents submitted by the customs declaration are reviewed.

(3) Inspection of goods

Customs inspects and verifies export goods within the customs supervision area based on export goods declarations and other customs declarations

(4) Tax collection

Currently only export tariffs are levied on coal, crude oil, fertilizers, ferroalloys and other products
